By 2008, the Lahore Development Authority (LDA) became involved—too late. Years of negligence, delays, and corruption left investors, buyers, and dealers trapped in uncertainty, turning hope into hardship.
The case reached NAB — LDA employees’ corruption was unfairly blamed on project owners, igniting conflicts between owners and buyers.

ACACF Role –
In response to the widespread harm caused by the criminal negligence of public officials that has severely affected the private sector, the Business and Trade Protection Program has been launched.
Under the Chairman’s direction, engagement has begun with LDA, NAB, the Supreme Court, the Competition Commission of Pakistan, private sector representatives, and affected stakeholders to establish facts and pursue lawful solutions.
We call upon all affected stakeholders, regulatory authorities, the private sector, civil society, and relevant institutions to come forward, collaborate, and support this initiative to restore accountability and help build a stable and prosperous business environment in Pakistan.
